The fifty-State (and District of Columbia) chain of State supreme court and chief justice administrative orders limiting court operations because of COVID-19 (judicial emergencies; suspension of jury trials and in-person proceedings; courthouse closures, capacity caps and masking; tolling of deadlines and statutes of limitation; eviction and foreclosure stays; remote proceedings; the dates each restriction ended), the administrative orders of the largest trial courts (Los Angeles Superior Court, Circuit Court of Cook County, Harris County, Maricopa County Superior Court, the New York City courts through the Office of Court Administration) and the State workers' compensation and administrative tribunals (California WCAB, New York WCB, Texas DWC, Florida OJCC). Summary

Every State court system in the United States issued orders in March 2020 that limited commerce, travel and group meetings within the meaning of the Suspension Clause: they closed courthouses to the public or to all but emergency matters, suspended jury trials and in-person proceedings, tolled statutes of limitation and filing deadlines, stayed eviction and foreclosure proceedings and enforcement, and moved what remained to telephone and video. The instruments were issued under constitutional superintending authority (e.g., Del. Const. art. IV, § 13; Cal. Const. art. VI, § 6; Neb. Const. art. V, § 1; Ill. Const. art. VI, § 16; Mass. Gen. Laws ch. 211, § 3; N.Y. Judiciary Law § 212) or under express judicial-emergency statutes (10 Del. C. § 2004; Cal. Gov't Code § 68115; O.C.G.A. § 38-3-61; Va. Code § 17.1-330; N.C. Gen. Stat. § 7A-39; K.S.A. 20-172; Tex. Gov't Code § 22.0035(b); Tenn. Code Ann. §§ 16-3-501 to -504), and they bound every clerk, recorder-of-judgments, sheriff, litigant, lender, landlord, insurer and law firm whose business ran through the courts. 2020 Q2: every State was under a court closure or suspension order on April 1, 2020; on June 30, 2020 most States had reopened courthouses in phases but no State had resumed normal jury trials, and eviction and foreclosure stays were in force in the courts of at least California (Emergency rules 1 and 2), Delaware (AO No. 3 and the Governor's Sixth Modification, implemented by the Superior Court), Illinois and Cook County (G.A.O. 2020-01 and the Governor's orders), New York (AO/78/20 and successors), Maryland, Pennsylvania, South Carolina, Texas and Wisconsin. 2020 Q3: courts operated under phased reopening orders with capacity caps (Delaware 50 percent in Phase 2, 75 percent in Phase 3), masks, six-foot distancing and remote-by-default rules; Cook County resumed non-jury matters July 6, 2020 by videoconference; California's Chief Justice issued monthly emergency orders for individual superior courts (eight for Los Angeles and fifteen for San Diego between March and September 2020). 2020 Q4: the winter surge produced re-tightening orders in Delaware (AO No. 13, Nov. 16, 2020, return to Phase 2 and postponement of jury trials), Cook County (G.A.O. 2020-07, Nov. 23, 2020: all matters by videoconference, no trials, remote work), Maryland, Minnesota, New Jersey, Tennessee, Alaska, Indiana, Iowa and Massachusetts (Fourth Updated Order), among others. 2021 Q1 and Q2: jury trials resumed in stages (Delaware June 1, 2021; Cook County target dates Mar. 22 and May 3, 2021; Massachusetts Phase 3 ending July 9, 2021), while remote-by-default, masking and capacity orders remained. The workers' compensation tribunals ran a parallel chain: the California WCAB suspended its rules of practice en banc from March 18, 2020 (Misc. Nos. 260-266) while DWC district offices were closed for filing (Mar. 17-Apr. 13, 2020) and hearings went to telephone and video; the Texas DWC suspended designated-doctor and required medical examinations and tolled billing deadlines for the duration of the Governor's disaster declaration; the New York WCB remained closed to the public with all hearings virtual through and beyond Sept. 30, 2021; the Florida OJCC mandated telephonic mediation for most of the period March 2020-February 26, 2021.

Preemption. Not applicable in the executive sense. In every State the court of last resort's administrative orders bound the trial courts, and local (county or circuit) court orders were issued under and subject to them (e.g., Cook County under Ill. S. Ct. R. 21(b) and M.R. 30370; the Delaware Superior Court under Supreme Court AO No. 3; Los Angeles and San Diego under the Chief Justice's Gov. Code § 68115 orders). Where a State ended its statewide judicial emergency early (Pennsylvania June 1, 2020; Georgia June 30, 2021; North Carolina June 21, 2021), president and chief judges continued local judicial emergencies under State statutes (Pa.
