Operative words
Section 3511(d)(3) of the CARES Act requires the Secretary to publish, in the Federal Register and on the Department's website, a notice of the Secretary's decision to grant a waiver under that section.... Reasons: Due to the extraordinary circumstances caused by the COVID-19 pandemic and resulting school closures, the Department invited SEAs to request waivers to provide fiscal and operational flexibility and to help SEAs and LEAs in their planning for how to resume education.... Waiver Applicants: SEAs from all 50 States, the District of Columbia, Puerto Rico, and BIE requested and received these waivers.
