Operative words

[All park roads and trails, except the Foothills Parkway and the] Spur, will remain closed until further notice. All access to the park, including trails and roads, were originally closed on March 24 through April 6, in alignment with efforts to control the spread of COVID-19 across the region. The park is extending the closure in response to Executive Order 121 issued by NC Governor Roy [Cooper].

Enforcement

36 C.F.R. 1.5 and 1.3; 18 U.S.C. 1865

Notes

A federal closure extended expressly 'in response to' a State stay-at-home order: the federal and State layers operating as one scheme.
