Operative words
[The Chief Judge of] the Federal Circuit [orders] to restrict public access to the Howard [T. Markey National Courts Building], effective March 16, 2020, noon (Eastern). It Is Ordered That: (1) There will be no public access to the Howard T. [Markey National Courts Building except as provided below]... [on argument days], public access will only be permitted for [arguing counsel and persons with] media credentials.... (8) Nothing in this order restricts the access of any [judge, employee or contractor performing essential functions]... until this Order is either amended or rescinded.
