Operative words

Due to the incredible safety vaccination provides, all DOE staff and contractors in DOE buildings are required to have their first dose by September 27th and upload proof of vaccination to the DOE Vaccination portal.... Universal mask usage, physical distancing, health screenings, testing, increased hygiene, and oversight by the Situation Room worked together to provide comprehensive protection

Enforcement

Commissioner's Order under Health Code § 3.01(d) (MET-NYC-040 to 042): unvaccinated employees excluded from buildings; contractors barred from DOE premises

Notes

The nation's largest district (about 1 million students; about 150,000 employees). The contractor clause reached every vendor whose employees enter DOE buildings.
