Operative words

ODFW is closing recreational hunting, fishing, crabbing and clamming to non-residents due [to COVID-19 travel restrictions]. As of Friday 11:59 p.m., non-residents may no longer participate in these activities in Oregon. The restriction extends until COVID-19 restrictions are lifted and it is deemed safe to travel into Oregon. This order does not apply to anyone living in Oregon for less than six months who has not yet established residency.

Violation of wildlife rules is a Class A misdemeanor (ORS 496.992) (pin to be verified); Oregon State Police Fish and Wildlife Division enforcement; ODFW refunded non-resident spring tags

Notes

Reaches fishing and hunting guides, charter boats, coastal crabbing and clamming outfitters, lodges and licence agents. The release records that Washington had already closed hunting and fishing to everyone.
