Operative words

Effective tomorrow, Wednesday March 18, all of ODFW's state-operated fish hatcheries are closed to public access and all [visitor programs]. The closure is meant to protect staff so they can continue to operate the 33 hatcheries which raise millions of fish critical to the state's [fisheries].... ODFW's wildlife areas... will remain open for now.
