Operative words
In response to the current health crisis, Governor Larry Hogan has declared a state of emergency, as well as a catastrophic health emergency, in the State of Maryland. Shopping malls, gyms, movie theaters, and entertainment venues have been ordered closed; restaurants and taverns have been ordered closed except [for carry-out and delivery].
