Operative words
As summarized on TDLR's page (Ex. 009): 'schools may operate up to 25% of their total listed occupancy for classroom [instruction]' (May 26, 2020)... 'allowing them to increase operations from 50% to 75% of their total listed occupancy for classroom instruction.
