Operative words

Resumption of Washington State Ferries' service between the U.S. and Canada has been pushed back to at least April 26. The suspension of the route serving Anacortes, and Sidney, British Columbia, comes as a result of the recent closure of the Canadian border to help slow the spread of COVID-19.... Plans are ready to limit service or passenger capacity on other routes if ridership declines further or based on evolving health guidelines.

Enforcement

Service suspension by the operator; the underlying border closure was enforced by Canada Border Services Agency and CBP under the bilateral restrictions

Notes

A State ferry route closed for the whole claim period because of border orders: the border closure is the force-of-law instrument (federal notices in FED-B); the WSF suspension is its operating consequence, graded context.
