Operative words

Starting Monday, April 27, OmniRide will further reduce the level of Express commuter bus service, due to low ridership. Over the course of the pandemic, ridership on OmniRide's Express commuter routes has dropped by 90 percent.... Only the OmniRide Express routes listed above will operate. All other OmniRide Express routes will not run. This is the second round of service reductions to OmniRide Express routes.... When possible, bus operators are limiting the number of passengers to 10 at a time.... Passengers will be permitted to ride local buses for one loop only to limit extended exposure and contact between drivers and passengers. Seats closest to the bus operator are being blocked off

Enforcement

Operator rules (passenger limits; one-loop rule; blocked seats)

Notes

Authority operating rule with capacity limits; the commission's own statement of a 90 percent collapse in commuter ridership under Virginia's stay-at-home order.
