Operative words
(i) Evidence of full vaccination against COVID-19 may be required from [any person... prior to] Attending K 12 school in person; (ii) When the FDA approves a COVID-19 vaccine, full vaccination of anyone eligible for the vaccine will be a condition of entry into American Samoa. All entry permits will continue to be suspended until further notice with the [exception of permits issued by the entry-permit] center pursuant to A.S.C.A. 41.0901 et seq. [Travelers must register] at least ten days prior to travel [and present a negative test] or proof of full vaccination prior to arrival... "full vaccination" means that the person has received the full course of vaccination and 14 or more days elapsed after the final administration of the vaccine
