Operative words
Under the authority of the Pueblo of Laguna Emergency Operations Plan and to promote the health & safety of the Pueblo of Laguna Community... I, Governor Wilfred Herrera, Jr., as a supplement to the Emergency Declaration dated March 20, 2020, hereby issue this Stay-At-Home Order for all Pueblo residents and a Pueblo Closure to all Non-Residents. This Order and Closure of the Pueblo Community will be effective April 8, 2020, and will remain in effect until further notice. I. A. Closure: 1. The Pueblo will be closed to all Outside Visitors and Non-Residents, with exception to; a) Non-resident essential employees of the Pueblo or any Pueblo chartered enterprise or entity; b) Non-resident supply vendors, construction workers, interstate commercial drivers, maintenance workers, or health care and mental health providers; c) Non-residents accessing essential commercial services at I-40 exits 108, 114, and 140... 3. All Tribal buildings will continue to be closed to the public... 4. All non-essential businesses will be closed to residents and the public; 5. No arts & crafts or food vendors will be permitted to sell; 6. No camping or parking by travelers, visitors/tourists, or non-residents within the Pueblo boundaries, including RV parks which are closed to non-residents... 7. Route 66 Casino and Dancing Eagle Casino will remain closed. B. Curfew: 1. No traffic between villages and residential areas during the hours of 8:00 PM to 5:00 AM daily... II. A. 1. All Community residents shall remain within their home and yard, except for essential travel or outdoor activities... B. 1. No holding gatherings of 5 or more individuals within one household... C. 1. Wakes and Burials will be limited to the immediate family... III. A. The Executive Order shall apply to all Pueblo Entities and Enterprises with requirements established by the Governor.
Enforcement
[F]ailure to adhere to this Order will be subject to Criminal or Civil Sanctions under Pueblo Law.
