Operative words

All persons who arrive in the State of Arizona from an area with substantial community spread, including but not limited to, the New York Tri-State Area (Connecticut, New Jersey, and New York) through any airport in this state shall immediately isolate or self-quarantine themselves for a period of 14 days from the time of entry into the State of Arizona or the duration of the person's presence in the State of Arizona, whichever is shorter. This means that persons shall travel directly to their place of isolation or self-quarantine and only leave that location for essential services.

Enforcement

Para. 7: 'Pursuant to A.R.S. 26-316, all Arizona Peace Officer Standards and Training Board certified law enforcement personnel and all state and local public health personnel shall assist the Arizona Department of Health Services in enforcing the provisions of this order.' Para. 8: 'Pursuant to A.R.S. 26-317, any person who violates the provisions of this Order may be charged with a Class 1 misdemeanor and subject to a fine not to exceed $2,500.'

Notes

Exempts airline employees, military personnel and persons arriving for health care, human services, essential infrastructure and governmental functions; travelers bear all quarantine costs.
