Operative words

WHEREAS, immunization with a safe and effective COVID-19 vaccine is a critical component of the whole government strategy to reduce COVID-19 related illnesses, hospitalizations, and deaths and to help restore societal functioning; and WHEREAS, access to immunization and vaccine administration data is critical to the whole government response (recitals read; reporting paragraphs summarized from the Husch Blackwell chronology: identity, product, date and location of every vaccination reported to ADHS; insurers to cover influenza and pandemic vaccines regardless of network).
