Operative words

'When that capacity is less than 15%, the following terms (the Terms of this Order) will apply. a. All gatherings with members of other households are prohibited in the Region except as expressly permitted herein. b. All individuals living in the Region shall stay home or at their place of residence except as necessary to conduct activities associated with the operation, maintenance, or usage of critical infrastructure... all retailers may operate indoors at no more than 20% capacity... 3.... no hotel or lodging entity in California shall accept or honor out of state reservations for non-essential travel... 6. The Terms of this Order shall remain in place for at least three weeks... 9.... the Terms of this Order shall supersede the State's Blueprint for a Safer Economy'
