Operative words

[Visitors traveling from high-risk States must obtain a negative test within 72 hours before travel; those staying more than three days must test again three to five days after arrival]... Visitors who cannot or do not provide such proof must self-quarantine for fourteen (14) days after arrival in the District.... [Residents returning from non-essential travel to high-risk States must quarantine fourteen days or test three to five days after return]... The requirement to self-quarantine for fourteen (14) days or to obtain a negative test upon return from travel shall not apply to residents performing essential work... This Order supersedes Mayor's Order 2020-081

Enforcement

Hotels and institutions may impose additional rules; the District reserves Communicable and Preventable Diseases Act civil and criminal penalties and injunctive relief (sec. VI)
