Operative words
During Phase 1, the public and businesses will be required to adopt new behaviors and rigorous safeguards... providers that will resume elective procedures and non-emergency services during Phase 1 [must] Prioritize elective medical and surgical care that is essential, based on the urgency... Visitors should generally be prohibited.
