Operative words

§ A: the Tenth Modification's ten-person limit 'is hereby stricken in its entirety and replaced with the following: "Houses of worship..., while strongly encouraged, where possible, to restrict services to remote broadcast by telephone or video, are permitted to conduct... a. in-person services and gatherings of 10 or fewer people; or b. in-person services and gatherings that satisfy the requirements of this Eighteenth Modification"' at 'a maximum of 30% of stated fire occupancy requirements but... lower if needed' for distancing.
