Operative words
8634. During a local emergency the governing body of a political subdivision, or officials designated thereby, may promulgate orders and regulations necessary to provide for the protection of life and property... Such orders and regulations and amendments and rescissions thereof shall be in writing and shall be given widespread publicity and notice.

What it required
Authorized every county and city that proclaimed a local emergency in March 2020 to issue written orders for the protection of life and property, the Emergency Services Act basis (with Health and Safety Code sections 101040 and 120175) of the county and city orders in the metro files; disobedience of those orders is a misdemeanor under section 8665 ('any lawful order or regulation promulgated or issued as provided in this chapter').
