Effective 8:00 a.m. on Friday, May 1, businesses must: Require employees to wear a face covering while working in areas open to the public and in areas where coming within 6 feet of other staff is likely. Provide, at the business' expense, face coverings and hand sanitizer for their employees. Deny entry to individuals who do not have a face covering

What it required

The State's Phase 1 page restates the mandatory business duties in the imperative ('businesses must') and the exposure-control planning guidance as a recommendation ('All employers should implement and update as necessary a plan that... Identifies all areas and job tasks with potential exposures to COVID-19... Includes control measures to eliminate or reduce such exposures'), and directs that industry guidance 'should be followed closely by all relevant businesses.'

Retrieval note

The page as retrieved in 2026 states 'Delaware is out of Phase 1 at this time. Below is guidance issued for Phase 1 for reference.' Its content is the State's own restatement of the Phase 1 directives; the incorporated Phase 1 General Guidance document at business.delaware.gov is linked from it and was not separately retrieved. The verbs are recorded exactly: 'must' for the face-covering duties, 'should' for the exposure-control plan and daily health check.
