Operative words
(a) Application. Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment... (d)(1) The employer shall assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment (PPE).

What it required
Every employer had to assess the workplace for hazards requiring PPE, select and provide the equipment, train employees and pay for it (1910.132(d), (f), (h)). OSHA listed 1910.132 among the standards applicable to SARS-CoV-2 in its April 13 and May 19, 2020 enforcement plans and cited it in 2020 and 2021 (e.g., Ex. AGY-FED-LABOR-IMMIGRATION-033, rows for Life Care Centers, Westlake OH, Dec. 10, 2020, 1910.132(d)(2); Cooper Hatchery, Van Wert OH, Dec. 10, 2020, 1910.132(d)(2)).
