Operative words

(6) Issue written orders directed to the owner or occupant of any property, or to any person, firm, or corporation whatever, commanding, within the time and manner specified in the order, compliance with applicable public health laws of this state and all regulations of the Cabinet for Health and Family Services or the county board of health.

What it required

Empowered every county, city-county and district health department to 'Issue and require the heads of families and other persons to execute such orders as it considers expedient to prevent the outbreak and spread of communicable diseases' (subsection (5)), to order any owner, occupant, person, firm or corporation to comply with the public health laws and Cabinet regulations (subsection (6)), to seek mandatory or prohibitory injunctions 'to compel compliance,' and to enter and inspect premises (subsection (7)); Healthy at Home delegated implementation to these departments (Ex. KY-010 para. 6) and Louisville's department closed businesses under it (Ex. MET-SDF-027). Character as recorded: statutory_authority (enabling power; binds through the orders issued under it).
