Operative words
(a) A person may not violate an order, rule, or regulation issued under the authority of this subtitle. (b) (1) A person who violates this section is guilty of a misdemeanor... [6 months or $1,000]. (2) A person who willfully violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 1 year or a fine not exceeding $5,000 or both.

Misdemeanor: imprisonment not exceeding 6 months or fine not exceeding $1,000 or both; willful violation: imprisonment not exceeding 1 year or fine not exceeding $5,000 or both
What it required
Imposed on every person the statutory duty to obey every order issued under the Governor's emergency powers, with a misdemeanor for any violation and a heavier one for willful violation.
Retrieval noteThe Governor's orders recited the willful tier ('knowingly and willfully violates... imprisonment not exceeding one year or a fine not exceeding $5,000 or both') (Ex. MD-014 para. VII.b; Ex. MD-039 para. IV.b; Ex. MD-008 para. V), the same penalty Pub. Safety § 14-3A-08 attaches to catastrophic-health-emergency orders (Ex. DUT-MD-008). The strict tier of subsection (b)(1) requires no willfulness.
