Operative words

While this Directive is effective, childcare providers must comply with the following... Childcare must be carried out in stable groups of 10 or fewer children. The same children must be in the same groups each day.... Facilities that cannot comply with the above directive should cease operations for the duration

Penalty

Public health order under Title 50; DPHHS licensing authority over child-care facilities

What it required

Child-care operation was conditional on stable groups of ten, the same children daily, priority for essential workers' children and review of the appended DPHHS information sheet; providers 'must comply'; those unable to comply 'should cease operations'. Recorded exactly: 'must' for the conditions; 'should' for the cessation clause and for limiting total enrollment 'where possible'.
