Operative words

Restaurants, bars, taverns... shall be restricted to no more than fifty percent (50%) of the rated occupancy maximum at a time.... Any employer required by law to provide housing to an employee or worker and who provides congregate or shared housing to employees or workers, must, at minimum, (1) post signage... (3) perform daily verbal screening and temperature checks

What it required

Reopening in Phase II was conditioned on 50 percent occupancy and six-foot party separation in restaurants and bars, mask use in salons, barbershops, massage and tattoo establishments ('shall require the use of masks'), 25-patron or 25 percent caps in gyms, plan approval for venues of 500, a fourteen-day home quarantine for international arrivals, and signage, sanitation and 'daily verbal screening and temperature checks' by employers providing congregate housing.
