Operative words

only for so long as such state of emergency shall exist, the governor shall have and may exercise the following additional emergency powers: (a) To enforce all laws, rules, and regulations relating to emergency management... (e) To perform and exercise such other functions, powers, and duties as are necessary to promote and secure the safety and protection of the civilian population.

RSA 21-P:47 (misdemeanor for violating any order under the subdivision or RSA 4:45)

What it required

The enabling statute of every Emergency Order: declaration renewable in 21-day terms, and during the emergency the power to enforce all emergency-management laws, compel evacuation and exercise the functions necessary to secure the safety of the population. Paragraph II(a) then read 'terminate automatically 21 days after its declaration unless it is renewed'; the current text (28 days, three renewals) reflects 2022-2024 amendments and was not in force in any claimable quarter.
