Operative words

The Department of Health shall have the power, and its duty shall be:... (b) To establish and enforce quarantines, in such manner, for such period, and with such powers, as may now or hereafter be provided by law, to prevent the spread of diseases declared by law or by the department to be communicable diseases

What it required

Made it the Department of Health's duty to declare diseases communicable and 'to establish such regulations for the prevention of the spread of such diseases as the department and the Advisory Health Board shall deem necessary and appropriate,' to 'establish and enforce quarantines,' and to enforce the laws on 'other means of preventing the spread of communicable diseases.'
