Operative words

It shall be the duty of the local health officer or the Commissioner... on receiving a report of a communicable disease, or of a suspected epidemic of disease... to:... (e) Establish appropriate control measures which may include examination, treatment, isolation, quarantine, exclusion, disinfection, immunization, disease surveillance, closure of establishment, education, and other measures...

Penalty

Closure of establishment, exclusion, isolation and quarantine as control measures; enforcement by local health authorities and the Department (Rule.27); escape from isolation or quarantine a Class B misdemeanor (sec. 68-5-104(b), Ex. DUT-TN-002)

What it required

Made isolation, quarantine, exclusion, disinfection and 'closure of establishment' the standing control measures a health officer 'shall' establish on report of a communicable disease (Rule.15(1)(e)); declared the rules 'the minimum requirements' and authorized municipalities and local boards of health 'to make and enforce such additional ordinances, rules or regulations as they deem necessary' (Rule.25); provided that 'No person shall interfere with or obstruct the entrance into any house or premises, or the inspection, examination, or interview of any occupant thereof' by a health officer (Rule.26); and made it 'the duty of all local health authorities to obey and enforce the provisions of these regulations,' with the Department to step in where a local authority fails (Rule.27).

Retrieval note

The Secretary of State's published compilation of the chapter (86,974 bytes; pages carry 'November, 2004 (Revised)'). Rule.15 is titled 'General Measures for the Effective Control of Disease Outbreaks.' Rule.23 restricts employment of infected persons as foodhandlers. The definitions in Rule.01 define isolation ((x)) and quarantine ((ee)).
