Operative words
Under this chapter, the governor may issue executive orders, proclamations, and regulations and amend or rescind them. Executive orders, proclamations, and regulations have the force and effect of law.

What it required
Every executive order the Governor issued under the COVID-19 disaster declaration (GA-08 through GA-40, Exs. TX-003 to TX-039) was law binding on every person and business in Texas from the moment of issuance, as the Eighth Court of Appeals held in enforcing GA-32 (Ex. TX-047 at 12: the order's declarations on occupancy, gatherings and 'the conduct of business... become state law').
