Operative words
The board and commissioner shall use appropriate disease control measures to manage the diseases listed in 12VAC5-90-80 A... The board and commissioner reserve the right to use any legal means to control any disease which is a threat to the public health.

What it required
Physicians, laboratory directors, medical care facilities and the other persons listed in 12VAC5-90-90 to report the diseases on the 12VAC5-90-80 list, which includes 'Coronavirus infection, severe'; the Board and Commissioner to apply disease control measures, and the Commissioner to isolate (12VAC5-90-103) or quarantine (12VAC5-90-107) individuals and, where the Governor has declared a state of emergency, affected areas; food employees to notify the person in charge of a food establishment when diagnosed with a transmissible disease (12VAC5-90-90 K, cross-referencing 12VAC5-421-80).
Retrieval noteThe saved capture (July 3, 2022) lists 'Coronavirus infection, severe (e.g., SARS-CoV, MERS-CoV)' as a reportable disease and does not name COVID-19; the current LIS text (read live Sept. 29, 2026, not saved) adds an express duty to 'report coronavirus disease 2019, also known as COVID-19' and a laboratory duty to report 'a positive SARS-CoV-2 test within three days' (verified_secondary as to the current text). 12VAC5-90-103 A: 'The commissioner, in the commissioner's sole discretion, may invoke the provisions of Article 3.02' and 'may also order the isolation of an affected area if... the Governor has declared a state of emergency'; 12VAC5-90-107 the same for quarantine.
