Operative words
Any person who violates a provision of this title or who fails or neglects to obey or comply with an order or the terms of a permit issued under this title shall be fined not more than $5,000.00. Each violation shall be a separate offense and, in the case of a continuing violation, each day's continuance shall be deemed a separate violation.
Penalty
sec. 131(a): fine up to $5,000, each day a separate violation; sec. 131(b): fine up to $25,000 or imprisonment up to six months, or both, each day a separate violation; sec. 131(d): fine up to $1,000 for hindering
What it required
Every person to obey every provision of Title 18 and every health order and permit issued under it, on pain of a criminal fine of up to $5,000 per day; a person 'who refuses to obey or comply with an order... or who knowingly creates a public health hazard or knowingly contributes to a significant public health risk' faces a fine of up to $25,000 or six months' imprisonment, or both, per day (subsection (b)); hindering enforcement is a separate offense (subsection (d)).
