Operative words
Each local board of health... shall:... (4) Provide for the control and prevention of any dangerous, contagious or infectious disease within the jurisdiction of the local health department; (5) Provide for the prevention, control and abatement of nuisances detrimental to the public health
Penalty
RCW 70.05.120(4) misdemeanor for violating board rules and orders; WAC 246-100-070(2)
What it required
Charges every local board of health (King, Snohomish, Pierce, Spokane, Yakima and the rest) to enact and enforce rules controlling contagious disease and abating public-health nuisances, the source of the county health orders layered on the State orders.
