Operative words

Local health officers shall... institute disease control and contamination control measures, including... isolation, quarantine,... condemnation of food supplies, and inspection and closure of facilities [WAC 246-100-036(3)]; Any person who fails or refuses to obey any lawful order issued by any local health officer is deemed guilty of a misdemeanor [WAC 246-100-070(3)]

Misdemeanor punishable under RCW 70.05.120 (WAC 246-100-070(2), (3)); orders 'must be enforced by all police officers, sheriffs, constables' (WAC 246-100-070(1))

What it required

Directs health officers to institute control measures including isolation, quarantine, condemnation of food supplies and inspection and closure of facilities; provides the emergency-detention and court procedure for isolation and quarantine (WAC 246-100-040); makes every health officer order enforceable by all police officers and sheriffs and its violation a misdemeanor (WAC 246-100-070(1)-(3)).

Retrieval note

Current codification (post-2022 amendments). The sections quoted (036(3), 040, 070) carried the same numbers and the same operative language in June 2020, when Secretary of Health Order 20-03 recited 'WAC 246-100-036' as authority and 'WAC 246-100-070(3)' as penalty (Ex. WA-037). A period capture of the chapter page was not available in the Wayback CDX index.
