Operative words
This guidance was developed to share general best practices for getting ready to reopen your business during the COVID-19 pandemic. Best business practices for COVID-19 may change over time. You are encouraged to visit www.dhs.wisconsin.gov/covid-19 or www.wedc.org/reopen-guidelines for the latest information and resources related to Wisconsin's response to this health emergency.
Penalty
None of its own. Legal effect through Emergency Order #36 § 3.a ('All businesses shall review... Businesses must consider integrating and adopting the applicable guidelines') while that order ran (May 11-13, 2020), and thereafter as the published measure of what § 101.11's 'reasonably necessary' and § 254.59's abatement required.
What it required
Recommended, as 'best practices,' that businesses 'Require employees to stay home when sick,' increase physical space, reduce customer-facing contact, provide and train on face coverings, screen employees where recommended, sanitize shared items and disinfect surfaces on CDC guidance; the document commands nothing of its own.
Retrieval noteRecorded as a recommendation because its text is 'best practices' and 'You are encouraged.' Industry-specific WEDC guidelines (manufacturing, construction, agriculture, gyms, salons, lodging, entertainment, outdoor recreation and gatherings) were posted at the same location in May 2020 and revised in June 2020 (Wayback CDX listing); the general document is saved. The live wedc.org/reopen-guidelines/ page now returns a 404 page, which was discarded.
