Operative words
all individuals age 9 and over... shall wear an adequate face covering when in confined, indoor spaces..., regardless of one's perceived ability to social distance... 2. That businesses and organizations that invite the public into their facilities shall require compliance with the terms of this Order, shall post adequate signage..., and shall enforce the same on their premises.
Penalty

What it required
Every business inviting the public to require, post and enforce face coverings on its premises; the predecessor EO 50-20 (July 7, 2020; Ex. WV-041) required individuals to wear coverings indoors 'when not able to adequately social distance.' The verbs are 'shall wear,' 'shall require,' 'shall post' and 'shall enforce.'
