Operative words

Recitals: the 'pandemic in the Republic of India is surging'; 'more than 300,000 average new daily cases in the Republic of India'. Section 1 suspends and limits the entry as nonimmigrants of noncitizens physically present within the Republic of India during the 14-day period preceding entry, subject to section 2.
