Operative words

'land ports of entry along the U.S.-Canadian border will suspend normal operations and process for entry only those travelers engaged in "essential travel"', which 'includes, but is not limited to... Individuals traveling to work in the United States...; Individuals engaged in lawful cross-border trade (e.g., truck drivers supporting the movement of cargo between the United States and Canada); Individuals engaged in official government travel.' 'The following travel does not fall within the definition of "essential travel"... Individuals traveling for tourism purposes (e.g., sightseeing, recreation, gambling, or attending cultural events).' 'These restrictions are temporary in nature and shall remain in effect until 11:59 p.m. EDT on April 20, 2020.'

Notes

Border-community retail, lodging, restaurants, casinos, dealers, real estate and professional services in Washington, Idaho, Montana, North Dakota, Minnesota, Michigan, Ohio, New York, Vermont, New Hampshire and Maine lost their Canadian customers by federal order for twenty months; trade continued only as 'essential travel'.
