Operative words

NJ TRANSIT 'shall... limit occupancy to 50% of the stated maximum capacity, on all trains, buses, light rail vehicles, and paratransit vehicles'; 'Require customers to wear cloth face coverings while on board'; 'Require workers to wear cloth face coverings and gloves'; policies 'shall, wherever possible, consider... rear-door boarding.' Same terms for private carriers (50% of stated maximum capacity).
