Operative words
'2.60. Face Coverings for COVID-19 Prevention (a) As determined by the Commissioner based on COVID-19 incidence and prevalence, as well as any other public health and/or clinical risk factors... any person who is over age two and able to medically tolerate a face-covering shall be required to cover their nose and mouth with a mask or face-covering [in settings identified by] the Commissioner, which may include schools, public transit, homeless shelters, correctional facilities,... (b) Businesses must provide, at their expense, face-coverings for their employees required to [wear them]... (ii) All local health officers shall take such steps as may be necessary to enforce the provisions of this Section.'
