Operative words
'4.1. Vaccination or Testing Required for Unvaccinated Workers at Cabinet Agencies.' Recitals: 'the undersigned has also determined that workers at Cabinet agencies must either be [Fully Vaccinated or tested weekly]'; 'These measures include requiring workers to either verify that they are Fully Vaccinated or, if they are not Fully Vaccinated, to wear Face Coverings and be tested on a weekly basis.'
