'the Director of the Office of Management and Budget determines that compliance by Federal contractors and subcontractors with the COVID-19-workplace safety protocols detailed in the Safer Federal Workforce Task Force guidance issued on September 24, 2021 will improve economy and efficiency by decreasing worker absence, reducing labor costs, and improving the efficiency of contractors and subcontractors performing work for the Federal Government.'
