SIGNED IN 2021Q3 (Sept. 9) but imposed no obligation on any contractor before October 15, 2021. Stated precisely: a Q3 2021 instrument in date of issue, a post-period instrument in effect. Its § 5(b)(v) excludes 'subcontracts solely for the provision of products.'
Retrieval noteDo not plead as an order suspending anyone in 2021Q3; plead as the September 2021 federal direction of policy.
