Operative words
land ports of entry along the U.S.-Canadian border will suspend normal operations and process for entry only those travelers engaged in 'essential travel'... The following travel does not fall within the definition of 'essential travel' for purposes of this Notification: Individuals traveling for tourism purposes (e.g., sightseeing, recreation, gambling, or attending cultural events).... this Notification does not apply to air, freight rail, or sea travel... DATES: These restrictions go into effect at 11:59 p.m. Eastern Daylight Time (EDT) on March 20, 2020 and will remain in effect until 11:59 p.m. EDT on April 20, 2020.

Notes
The first of twenty-one monthly notifications for the northern border; essential travel expressly includes truck drivers moving cargo and individuals traveling to work in the United States, so the instrument limited commerce by excluding the customer, not the freight.
