Operative words

agencies should immediately require masks and distancing consistent with current CDC guidance in all Federal buildings... Unless it is physically impossible or poses a threat to critical national security interests, generally speaking, occupancy in Federal workplaces should be no more than 25% of normal capacity during periods of significant or high community transmission... No Federal workplace should operate above 25% of normal occupancy standards at any given time during periods of high community prevalence or transmission.

Notes

The 25 percent occupancy ceiling for every federal workplace in the country from Jan. 24 to June 10, 2021 is a numerical federal limitation on commerce at federal premises during 2021 Q1 and Q2.
