This memorandum rescinds OMB Memorandum M-20-23, Aligning Federal Agency Operations with the National Guidelines for Opening Up America Again (April 20, 2020)... B. Occupancy in Federal workplaces. The occupancy requirements set forth in M-21-15 are no longer in effect, although other aspects of M-21-15 remain in effect pursuant to current Safer Federal Workforce Task Force guidance... Agencies may establish occupancy limits for... the number of employees or contractors in the physical workplace...

The federal workplace instrument that governed 2021 Q3: it ended the 25 percent cap on paper but required plans and notice periods that ran through and past the quarter, and the Task Force reimposed masks and imposed vaccination attestation on July 27-29, 2021 before any general return.
