Operative words

'1. Member States should gradually lift the temporary restriction on non-essential travel to the EU as from 1 July 2020 in a coordinated manner with regard to the residents of the third countries listed in Annex I.' Annex I (as adopted) listed Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia, Uruguay and, subject to reciprocity, China; the United States was not listed.

United States residents remained excluded from non-essential travel to the EU from July 1, 2020 to June 18, 2021 and again from Aug. 30, 2021.
