Pre-period context: the January-March 2020 shutdown of Chinese production emptied the U.S. inbound pipeline before the second quarter of 2020 began, and the FMC's own report ties the 2020 blank sailings to it (Ex. ECO-A-100). Wuhan reopened only on Apr. 8, 2020, inside the second quarter.
