Operative words

'I declare a state of emergency, in accordance with article 32 of the Act on Special Measures. It will take effect in the four prefectures of Tokyo, Kanagawa, Chiba, and Saitama in Kanto, the prefectures of Osaka and Hyogo in Kansai, and the prefecture of Fukuoka in Kyushu.'
