Operative words

I direct all counties to obtain my approval, or the approval of the Director of Hawaii Emergency Management Agency (HIEMA), prior to issuing any emergency order, rule, or proclamation... [businesses may operate only as] operating in each county in accordance with the State Roadmap to Recovery and Resilience, referenced in Exhibit E... All persons in the State shall wear a face covering over their nose and mouth when in public. The requirements of this statewide mask mandate are set forth in Exhibit J, which shall be enforced in each county... all persons entering the State of Hawai'i shall be subject to mandatory self-quarantine... The period of self-quarantine shall begin from the day of entry into the State and shall last 10 days... [DOH retains authority] pursuant to sections 321-1 and 325-8, HRS, to require persons to quarantine if they test positive for COVID-19 or if they are a close contact
